Our Principals

Mr WONG Chak-wing has been appointed as Senior Assistant Executive Director. He assumes the role of Principal of Youth College and Youth College (International), taking charge of the campus operations, steer the strategic developments of the college as well as overseeing the academic development of programmes at Diploma level. Additionally, he concurrently serves as the Deputy Academic Director of the Design Discipline and the Information Technology (IT) Discipline.

Mr WONG has rich experience in the IT field. Prior to this appointment, he had served as the Vice Principal of the Hong Kong Institute of Information Technology and the Hong Kong Design Institute cum IVE (Lee Wai Lee) and as the Deputy Academic Director of the Design Discipline and the Information Technology Discipline. He was also formerly the Director of the Digital Future Office overseeing the implementation of the digitalization projects for the Council.

Mr WONG holds a Bachelor’s degree in Mathematics (The Chinese University of Hong Kong) and a Master’s degree in Information Technology (Hong Kong Polytechnic University).

Ir Tang Wai Yin, Paco assumes the role of Principal (Youth College) to take charge of campus operations, steer the strategic developments of the College, and collaborate with other operational units of VTC to offer Diploma of Vocational Education programmes. He concurrently acts as the Deputy Academic Director of the Engineering Discipline.

Ir Tang is a Registered Professional Engineer in the Building Services discipline and has served in various operational units of VTC over 25 years, including the Hong Kong Institute of Vocational Education, Engineering Discipline Planning Office, and Headquarters (Industrial Partnership).

Ir Tang holds a Bachelor’s Degree in Energy Engineering from the London South Bank University, a Master of Science Degree in Building Services Engineering from the University of Hong Kong; and a Master of Arts Degree in English for the Profession from The Polytechnic University of Hong Kong.

Mr Yung Hon-ming, Terence assumes the role of Principal of Youth College under the Vocational Training Council (VTC) of Hong Kong. With an academic background in design and vocational education, he has devoted many years to curriculum development, academic management, and talent cultivation, while taking on leadership roles in the design and creative disciplines. He possesses extensive experience in teaching and programme planning, and is committed to promoting industry-aligned, practice-based education that equips students with professional competencies, innovative thinking, and strong employability skills.

Terence Yung holds a Bachelor of Fine Arts (Honours) in Film and Television from the Hong Kong Academy for Performing Arts and a Master of Arts in Communication and New Media from City University of Hong Kong.

Mr Chu Ming-hing, Patrick assumes the role of Principal (Youth College) to take charge of campus operations, steer the strategic developments of the College, and collaborate with other operational units of the Vocational Training Council (VTC) to offer Diploma of Vocational Education programmes. He concurrently acts as Deputy Academic Director of the Health and Life Sciences and the Business Disciplines.

Mr Chu is a seasoned educator with extensive experience in curriculum development and quality enhancement of vocational and professional education and training (VPET) programmes. He has served in various operational units in the VTC for nearly 20 years. He oversees Student Development Office in Youth College.

Mr Chu holds a Bachelor’s Degree in English (The Chinese University of Hong Kong), and a Master’s Degree in Linguistics (The Chinese University of Hong Kong).
